David E. Burgoyne, President of Burgoyne Appraisal Company
David E. Burgoyne, ASA, SR/WA, is a native of Ann Arbor, Michigan and attended Greenhills School in Ann Arbor. He graduated in 1981 from Colgate University in Hamilton, New York with a Bachelor of Arts Degree in Liberal Arts with a concentration in Physics-Astronomy. He also served as a graduate instructor at the University of Wyoming as a Doctoral Candidate in Astrophysics. Mr. Burgoyne was Vice President of Walsh & Associates, Inc. of Birmingham, Michigan from 1984 through 1989.
Mr. Burgoyne is an independent fee appraiser licensed as a Certified General Real Estate Appraiser by the States of Michigan and Indiana. Michigan State licensure and certification is administered and appraisers are regulated by the Department of Licensing and Regulatory Affairs, PO Box 30004, Lansing, Michigan 48909. Continuing education is required. Mr. Burgoyne holds Michigan Certified General Real Appraiser License No. 1201-000222, first issued in August 1991. His current license expires July 31, 2017. He also holds Indiana Certified General Real Appraiser License No. CG 41300020, North Carolina No. A8123- and South Carolina – No. 7473. He has previously held Certified General Certification in Kentucky, Missouri and West Virginia.
Mr. Burgoyne is a Senior Member of the American Society of Appraisers holding the ASA Designation for Real Property. Mr. Burgoyne is currently re-accredited as an ASA through June 10, 2017. He is also a senior member holding the SR/WA designation and is a Past Chapter President of the International Right of Way Association. Mr. Burgoyne is currently re-certified as an SR/WA through June 15, 2018.
Mr. Burgoyne is an AQB certified USPAP instructor #10082 (expiring March 31, 2016) and is also an Instructor of right-of-way appraisal and other courses for IRWA, including courses on the appraisal of partial takings, easement valuation, appraisal review, ethics and standards, USPAP, adult education, and the valuation of contaminated properties. Mr. Burgoyne is also a Master Instructor for IRWA – qualified to train and evaluate other instructors. Mr. Burgoyne contributed to the course development for the Alliance for Valuation Education’s first new course development. Mr. Burgoyne is also a Master Scuba Diver Trainer (#197535) certified by PADI, the Professional Association of Diving Instructors.
In 2015, Mr. Burgoyne was awarded the 2014 W. Howard Armstrong International Instructor of the Year Award by the International Right of Way Association. This is the highest award given to instructors by the IRWA. He was also a finalist for the 2013 Award in 2014.
Mr. Burgoyne has qualified as an expert witness in the United States Court of Claims, the United States District Courts for the Eastern and Western Districts of Michigan; the Michigan Circuit Courts of Allegan, Barry, Cass, Eaton, Genesee, Grand Traverse, Huron, Ingham, Jackson, Kent, Lapeer, Leelanau, Lenawee, Macomb, Montmorency, Muskegon, Oakland, Ottawa, Tuscola, Washtenaw, Wayne, and Wexford Counties; The Michigan Public Service Commission, and The Michigan Tax Tribunal. He has also been appointed as an independent appraiser by the U. S. District Court, Eastern District of Michigan.
Mark J. St. Dennis, Staff Appraiser at Burgoyne Appraisal Company
Mark J. St. Dennis is a resident of Goodrich, Michigan and attended Our Lady of the Lakes School in Waterford. He received his Bachelor of Science degree from Oakland University in Rochester Hills, Michigan in 1991. Mr. St. Dennis earned his major in Finance and received departmental honors. He also received a minor in Economics.
Mr. St. Dennis is an independent fee appraiser licensed as a Certified General Real Estate Appraiser by the State of Michigan. Mr. St. Dennis holds Michigan Certified General Real Estate Appraiser License No. 1201-001744. His current license expires July 31, 2017. He has previously held Certified General Certification in Kentucky and Missouri.
Mr. St. Dennis has appraised developmental, residential, commercial, office, industrial, and agricultural properties throughout the State of Michigan. He has appraised vacant and improved properties for development, consulting, sale, estate, insurance, mortgage, and litigation purposes. Litigation appraisals include Ad Valorem tax appeals, partnership disputes, divorce, easements, zoning, bankruptcy, encroachments, total takings, partial takings, and eminent domain.
Mr. St. Dennis has extensive background in residential construction. He was a licensed builder from 1996 through 2009. Mr. St. Dennis owned and operated a construction company from 1996 through 2007 and has built custom homes throughout Oakland and Genesee Counties.
Mr. St. Dennis has qualified as an expert witness in the Michigan Tax Tribunal and in the Circuit Courts of Lenawee County and Huron County.
Scott M. Carlson, Staff Appraiser at Burgoyne Appraisal Company
Scott M. Carlson is a native of Marquette, Michigan and has resided in the Lansing area since 1975. He is a graduate of Central Michigan University and holds a Bachelor of Science Degree in Business/Organizational Administration. Mr. Carlson has held positions in the real property valuation field with Meridian Township, Michigan (near Lansing); and with Manatron Inc., of Kalamazoo, Michigan. He was employed by Consumers Energy Company from 1990 through 1999, initially as Real Estate Appraisal Coordinator, and ultimately as Manager of Right of Way Acquisition and Land Management. During his tenure with Consumers Energy, Mr. Carlson also held the position of Director of Real Estate for Consumers Renaissance Development Corporation, (CRDC). CRDC is a 501 (c)(3) Michigan nonprofit corporation formed with the assistance of the Michigan Jobs Commission, Michigan Department of Environmental Quality, Michigan Municipal League and Consumers Energy Company, to promote the redevelopment of brownfield (environmentally impacted) properties throughout Michigan.
Mr. Carlson is an independent fee appraiser licensed as a State Certified General Real Estate Appraiser by the States of Michigan and Indiana. Mr. Carlson holds Michigan State Certified General Real Estate Appraiser License No. 1201-002322 and Indiana Certified General Real Estate Appraiser License No. CG41100036.
Mr. Carlson is a member and Past President of the Michigan Chapter of the International Right of Way Association. He has also served as Chapter Committee Chairman for the Land Economics and Valuation Committee. Mr. Carlson has presented on the appraisal of conservation easements to the Michigan Department of Natural Resources and on various appraisal topics to the International Right of Way Association and the Eastern Lands and Resources Council.
Rick J. Antio, Staff Appraiser at Burgoyne Appraisal Company
Mr. Antio is a native Roseville, Michigan and attended Carl Brabelec High School, graduating in 1972. He received his Associates degree from Macomb County Community College in Warren, Michigan in 1993. Mr. Antio currently resides in Macomb Township, Michigan.
Mr. Antio is presently self-employed as an independent fee appraiser associated with Burgoyne Appraisal Company. Since his association with Burgoyne Appraisal Company in April of 1994, Mr. Antio has been involved in a variety of appraisals including easement valuation and partial or total acquisition of property through eminent domain. The various types of property appraised include vacant and/or improved residential, commercial, and industrial property. He holds the Limited Real Estate Appraiser License in the State of Michigan. Mr. Antio has testified as an expert witness in the Circuit Court of Washtenaw County, Michigan.
Brian A. O’Neill, Staff Appraiser at Burgoyne Appraisal Company
Brian A. O’Neill, SR/WA, R/W-AC is a resident of Boise, Idaho. He received his Bachelor’s degree in Interdisciplinary Studies with a concentration in Molecular Biology from Towson University in Towson, Maryland. He holds or has held Certified General level state appraisal licenses in Idaho, Michigan, North Carolina, West Virginia, and Delaware.
Mr. O’Neill was a real property appraiser with Burgoyne Appraisal Company of Ann Arbor, Michigan from 1996-2000 where he concentrated exclusively on forensic appraisal, primarily eminent domain reports. He then founded O’Neill Appraisal Company and continued to concentrate on forensic appraisal in North Carolina until 2002 and then in Delaware through 2011. He has also been working with Burgoyne Appraisal Company throughout the Midwest on unique takings problems and large-scale infrastructure projects such as the redevelopment of the Indianapolis Motor Speedway area, the Michigan Thumb Loop Wind Farm transmission line project, a 42-parcel inverse condemnation case for US Dept. of Justice, tax appeals, and other right of way takings.
Mr. O’Neill is currently licensed as a Certified General Real Property Appraiser in Idaho and Michigan. He is a candidate for designation in the Appraisal Institute and a member of the International Right of Way Association (IR/WA). He holds the IR/WA’s Appraisal Certification designation, R/W-AC, as well as its senior designation, the SR/WA. He is the current Education Chairman and Professional Development Co-Chair of IRWA’s Idaho Chapter 64.
Mr. O’Neill has completed many types of appraisal reports including partial and total takings, easement valuations, inverse condemnations, and tax appeals in Michigan, North Carolina, Pennsylvania, Delaware, Maryland, Indiana, and Arizona. These appraisals have included primarily raw land and redevelopment properties of most types, but also improved commercial, industrial, multi-family, and special purpose properties.
